New Delhi: The Central Government has changed the 26-year-old rules attached to the major relief to government employees and the mutual fund attached to it. Government employees have increased the limit of disclosure of share details and investment details in mutual funds. This limit has been increased to the basic salary of the employee for six months. So now government employees can invest up to six months' worth of basic salary and mutual funds.

All the departments have been informed about this by the Ministry of Personnel. This decision by the government has changed the rules of the monetary limit for almost 26 years.

According to the previous rule, Group A and Group B officials had to give details of transactions greater than Rs. 50,000 in one calendar year in the shares, securities, debentures or mutual fund schemes. When this limit for Group C and D employees was 25,000 rupees.

However, according to the new rule, the employee will have to give details of his investment only if the investment in one year is more than his six-month basic salary. According to officials, after the implementation of the recommendations of the Seventh Pay Commission, the salaries of government employees have increased. Keeping this in mind, this limit has been increased.

The government has decided to seek details of employees so that the administrative officer can monitor the transactions. According to the rules, any government employee can not make speculative activities in any stock or other investment. If an employee is selling frequently buying shares, securities and other investments, it will also be considered a speculative activity. Sometimes the investment made by a broker or other authorized person is allowed.

DA from January 2019 – Increase in Dearness Allowance for Central Government Employees with effect from January 2019 is estimated at 3% on the basis of actual Consumer Price Index for 12 months for the period from January 2018 to December 2018

After All India Consumer Price Index  witnessed higher ever increase in July 2018 to the extent of 10 points, increase in Dearness Allowance for Central Government Employees and Pensioners from January 2019 was estimated to be not less than 3%.

Due to phenomenal increase in Consumer Price Index from 291 to 301 which is 10 points increase in July 2018 alone, there were chances for DA for Central Government Employees reaching 13% with effect from January 2019, with an increase of 4% in DA from the first half yearly 2019.

Historical data reveals that out of consumer price index for the period from 2005 to June 2018, highest monthly increase in the index was recorded in the month of July 2009 which was 7 Points.

CPI from August 2018 to November 2018 was almost steady as there was only one point increase during this period.

Now, after release of CPI for the month of December 2018, we have updated this DA Estimation.  All India Consumer Price Index has decreased by one point in this month and present CPI is 301.

नई दिल्ली: लोकसभा चुनाव 2019 (Lok Sabha Election 2019) से ठीक पहले मोदी सरकार (Narendra Modi Govt) ने केंद्रीय कर्मचारियों को एक बड़ा तोहफा दिया है. सरकार ने केंद्रीय कर्मचारियों के महंगाई भत्ते में तीन फीसदी की बढ़ोतरी की है. इस फैसले से सरकार पर 9168 करोड़ रुपये का अतिरिक्त बोझ पड़ेगा. मंगलवार को केंद्रीय कैबिनेट के सामने महंगाई भत्ते को बढ़ाने के प्रस्ताव रखा गया था, जिसे बाद में मंजूरी दे दी गई. कैबिनेट ने दिल्ली से मेरठ के बीच रैपिड रेल ट्रांजिट सिस्टम को भी मंजूरी दी है. वहीं, मोदी सरकार की कैबिनेट ने ट्रिपल तलाक पर अध्यादेश को भी मंजूरी दे दी है.

Rules made by the High Court under the power conferred by Article 227 of the Constitution of India
with the previous approval of the State Government, for regulating the preparation and supply of copies
of records of Civil and Criminal Courts by the copying agencies under the control of the District and
Sessions Judges and the Judge, Small Cause Court, Amritsar.
Rules
1. Short Title—These rules may be called the Punjab Civil and Criminal Courts Preparation and
Supply of Copies of Records Rules, 1965.
2. Definitions—In these rules, unless the context otherwise requires—
(a) “copy” means a certified copy of any record prepared in accordance with these rules;
(b) “form” means a form appended to these rules;

(c) “record” means and includes any portion of a record and any document, map, plan or other paper
attached to, or forming part, of the record of any suit, appeal, inquiry, trial or other proceeding in any
Civil or Criminal Court.
3. Persons entitle to obtain copies—A copy of a record shall be granted in the manner prescribed
by these rules to any person who, under the law for the time being in force, or under these rules, is entitled
to get it. In particular, copies may be granted as follows :—
(1) Any party to a civil or criminal case is entitled at any stage of the suit or complaint to obtain
copies of the record of the case including documents exhibited and finally accepted by the Court as
evidence :—
Explanation—(i) “Complaints” include challans.
(ii) A party to a suit or complaint who has been ordered to file a written statement is not entitled to a
copy of the written statement of his opponent until he has first filed his own.

(2) A stranger to a civil or criminal case may, after decree or judgment, obtain copies of the plaint or
complaint, written statement, affidavits and petitions filed in the case, as also of the evidence recorded by
the Court, and may, for sufficient reasons shown to the satisfaction of the Court, obtain copies of any
documents before the final order is passed. He may also obtain copies of any judgment, decree or order, at
any time after the same has been passed or made, but he shall not be granted copies of exhibits put in as
evidence except with the consent of the person by whom they were produced or under the orders of the
Court.

(3) Official letters shall be treated as privileged documents and copies thereof shall not be ordinarily
granted. Should it be necessary to grant a copy of a letter, or of an extract of a letter, received by a
subordinate form a superior officer reference shall, in every case, be made to the superior officer for
permission to grant copy thereof.
4. Supply of copies free of charge to persons accused or convicted and to public Officers—
Copies shall be supplied free of charge in the following cases:—
(1) If a person convicted in a summons case is in Jail and requires a copy for purposes of appeal or
revision he or his agent shall be allowed a copy of the judgment free of charge.
(2) Copies of judgment and other documents required to be supplied to the accused under Section
371 (see Section 363 of the new Code) of the Code of Criminal Procedure, 1898, shall be prepared by the
Court Stenographer and supplied free of charge to the accused, after having been duly attested by the
Reader of the Court, in accordance with the provisions of the said Section. In Courts having no
Stenographers, such copies shall be prepared and duly attested by the Copyists and supplied free of
charge.
(3) Copies of judgements or orders, or English translations of vernacular judgements or orders,
convicting, acquitting or discharging Government servants, including a person subject to military law or a

civilian in military employ, of criminal offences, shall be supplied free of charge of the Heads of
Departments of Offices concerned.
(4) Copies required for official purposes by Public Officers in Punjab shall be supplied free of cost if
the application for the supply of copy is endorsed by the Head of the Department concerned.

Major accommodation will be allocated to the police constable and PSI in the state. Now, instead of two rooms, they will get bigger accommodation in three rooms. Home Minister Pradipsinh Jadeja said that instead of 41.85, constables will be allotted 50 to 55 sq meters of housing. And the PSI will be allotted 60 to 65 sq. Mts instead of 55.46.

Provident fund is another name for pension fund. Its purpose is to provide employees with lump sum payments at the time of exit from their place of employment. This differs pension funds, which have elements of both lump sum as well as monthly pension payments. As far as differences between gratuity and provident funds are concerned, although both types involve lump sum payments at the end of employment, the former operates as a defined contribution plan, while the latter is a defined benefit plan.

EPFO assists the Central Board in administering a compulsory contributory Provident Fund Scheme, a Pension Scheme and an Insurance Scheme for the workforce engaged in the organized sector in India. It is also the nodal agency for implementing Bilateral Social Security Agreements with other countries on a reciprocal basis. The schemes cover Indian workers as well as International workers (for countries with which bilateral agreements have been signed. As of now 17 Social Security Agreements are operational).[2] It is one of the largest social security organisations in India in terms of the number of covered beneficiaries and the volume of financial transactions undertaken.[3] The EPFO's apex decision making body is the Central Board of Trustees 

The question of providing for the future of industrial workers after their retirement or for their dependents, in the event of their premature death, engaged the attention of the Central Government for a long time. The first Provident Fund Act passed in 1925 for regulating the provident funds of some private concerns was limited in scope. In 1929 the Royal Commission on Labour stressed the need for formulating schemes for instituting provident funds for industrial workers. In the Indian Labour Conference held in 1948, it was generally agreed that the introduction of a statutory provident fund scheme for industrial workers might be undertaken. To test such a scheme in a restricted field the Coal Mines Provident Fund Scheme was launched in 1948. The success of this Scheme led to the demand for its expansion to other industries.

Accordingly, close of the year 1951 witnessed the promulgation of the Employees' Provident Funds Ordinance. The Ordinance promulgated on 15 November 1951 was replaced by the Employees' Provident Funds Act, 1952 which extended to the whole of India except Jammu and Kashmir. The Employees' Provident Funds Scheme, 1952 framed under section 5 of the Act was brought into force by stages and was enforced in its entirety

CII For Doubling Income Tax Exemption To Rs 5 Lakh, Hiking 80C Deduction Limit

Currently, income up to Rs 2.5 lakh is exempt from personal income tax. Income between Rs 2.5-5 lakh attracts 5 per cent tax, while that between Rs 5-10 lakh is levied with 20 per cent tax. Income above Rs 10 lakh is taxed at 30 per cent.

The industry body has recommended that income below Rs 5 lakh should be exempt while between Rs 5-10 lakh should be taxed at a lower rate of 10 per cent. For those having income between Rs 10-20 lakh, the tax rate should be 20 per cent, and those earn over Rs 20 lakh should be taxed at 25 percent.

In view of the forthcoming general elections, Finance Minister Arun Jaitley will present in Parliament an interim Budget for 2019-20 on February 1. The new government will come out with the final budget for the fiscal.

The CII also suggested that corporate tax rate should be reduced to 25 per cent, irrespective of turnover, and should be brought down to 18 per cent in a phased manner.

It also recommended that the limit for claiming deduction under Section 80C of I-T Act be raised from Rs 1.50 lakh to Rs 2.50 lakh to provide saving opportunities to public at large.

"The exemptions for reimbursement of medical expenses and transport allowance may be reinstated along with the standard deduction of Rs 40,000," the CII said.
